Community Council provides health insurance assistance to 19 North Texas counties, including: Collin, Cooke, Dallas, Denton, Ellis, Erath, Fannin, Grayson, Hood, Hunt, Johnson, Kaufman, Navarro, Palo Pinto, Parker, Rockwall, Somervell, Tarrant, and Wise.

Health Insurance Special Enrollment Periods

If you have had a life change and need insurance, you may be eligible and qualify for a Special Enrollment Period.  Life changes include:

  • loss of insurance
  • changes in household size: e.g., marriage, birth of baby, adoption, divorce or separation
  • moved to new residence
  • change in income
  • became a U. S. citizen or lawful presence in the U. S.
  • released from incarceration.

Need to file an appeal, or help with tax forms


If you have not received your insurance card, have been dropped from coverage, denied coverage or having issues with filing an insurance claim, Navigators can help.  In order to receive the proper tax subsidies and/or be exempt from paying fines, consumers must file proper tax forms.  Navigators can assist you with these forms as well.   Call today if you need assistance with filing an appeal or completing required tax forms. Medicaid or CHIP application assistance


Medicaid and CHIP enrollment is available year round and provides no-cost or low-cost health coverage for eligible children in Texas.  Medicaid and CHIP provide health coverage for children so that they can get

  • routine check-ups
  • immunizations
  • dental care
